FR-21: Dark/Light mode appearance switch

Description

As a user, I want to change the appearance between dark and light mode, so I can adjust the interface to my personal preference in different lighting conditions.

Acceptance criteria

• AC1 - A user should be able to switch between dark and light mode via a toggle on the page.
• AC2 - The preference of a user should persist between page visits.
