FR-16: Mark Property as "Not Interested"

Description

As an authenticated user, I want to mark an advertisement as "not interested" so that I can avoid it in future searches.

Context

Similar to #24 (closed) this solution should use an associative table.

Acceptance Criteria

• AC1 - An authenticated user should not see any advertisement marked as "not interested" in any of their searches (filtered or not).
