Create user management page

Coordinators/admins need to be able to change existing users' data. They will be able to change all data except creation date.

Basic volunteer will not have a change functionality.

Displayed volunteers will be filtered based on their role. (Management will see all users but other roles will see users only in their own region)

There will be a filter for filtering by name, region, functionality and species.
